Inclusive education in the Republic of Kazakhstan is regulated by the Law of the Republic of Kazakhstan "On Education", as well as by subordinate normative legal acts of the Ministry of Education of the Republic of Kazakhstan.
1. Concept of Inclusive Education
Inclusive education is the process of ensuring equal access to quality education for all students, taking into account their individual educational needs and capabilities.
Students with special educational needs include:
• children with health limitations,
• children with disabilities,
• children with learning difficulties,
• children with temporary developmental disorders.
2. Responsibilities of the Educational Organization
The school is obliged to:
• create special learning conditions,
• ensure adaptation of educational programs,
• involve specialists (educational psychologist, speech therapist, defectologist),
• provide an accessible educational environment,
• develop individual educational routes when necessary.
3. Role of the Teacher
The teacher in the context of inclusive education:
• adapts assignments and assessment criteria,
• applies a differentiated approach,
• collaborates with parents and support specialists,
• participates in the development of an individual study plan.
4. Psychological and Pedagogical Support
The basis for organizing special conditions is the conclusion of the Psychological-Medical-Pedagogical Commission (PMPC).
The decision on the form of education is made considering specialists' recommendations and parents' consent.
5. Responsibility
The educational organization is responsible for ensuring the rights of students to receive education without discrimination.
